In Rs3 each combat style and has its own completely unique play style that evolves and changes as you get better gear/abilities/quest unlocks. I have always been way less interested in the OSRS endgame because there is nothing I'm 'excited' to use, and every combat style is basically the same. Horizontal progression can be great, but it has to be done extremely well.

Let's not pretend that keeping old content relevant is the 'only good way to do it'. They just have other uses as well when the player obtains better gear. You can perfectly wear lower tier armor in RS3 as well and it is 100% viable. So they required you to break down bandos to make torva as part of progression. Why? Because torva is better than bandos in pretty much every single way possible so the only reason why bandos would be used over torva would be because is cheaper. You need pieces of bandos gear to make torva. In fact you are already seeing osrs implementing ideas similar to this with torva. If torva can be obtained as easily as torags, you bet everyone will be rocking those instead. Let's face it for the most part a lot of the reason why some of the gear is considered valuable is because a lot of the endgame is extremely expensive or time consuming for people to obtain, so people will resort to lower tier armor like barrows. Runescape gear for the most part is not horizontal. Low level gear will become naturally devalued as higher level gear is released, why would they stay relevant forever if the endgame becomes harder? Breaking them down as essentially improvements to gear is great and gives everything value. Why is it a bandaid solution? This is by far one of the best solution they can come up with to deal with low level content/gear. The zerg mentality in that game really turned me off to it down the road.
